France is introducing mandatory e-invoicing in stages, based on company size.
- From September 1, 2026, all VAT-registered businesses established in France must be able to receive e-invoices, and large and mid-sized businesses must also issue them.
- From September 1, 2027, small and micro businesses must issue e-invoices too.
These deadlines were set by Article 91 of France's 2024 Finance Act. The exact date that applies to your Shopify store depends on your company's size.
Businesses not established in France fall outside the domestic B2B obligation, even if VAT-registered there.
The same applies to B2C sales and cross-border transactions, though these may still trigger separate e-reporting rules.
Some VAT-exempt activities may also be treated differently.
It depends on where your business is established and who you're selling to.
The reform applies to your store if all three are true:
- Your company is established in France
- You're registered for VAT
- You sell to other VAT-registered French businesses (domestic B2B)
If all three apply, you'll need to comply based on your company's rollout schedule.
If you're established outside France, you don't need to issue e-invoices under this reform, even with a French VAT number.
You may still have separate e-reporting obligations for cross-border B2B or B2C sales to French customers.
To comply, businesses must:
- Issue B2B invoices in an approved format: Factur-X, UBL, or CII
- Exchange invoices through a certified PDP
- Include required details, such as SIREN numbers and VAT information
- Submit e-reporting data when required (e.g., for B2C or cross-border sales)

Factur-X is one of three e-invoice formats supported in France, alongside UBL and CII. It combines a readable PDF with structured XML data.
Whether you can continue using Factur-X PDFs directly depends on your company's e-invoicing deadline.
From September 1, 2026, large and mid-sized businesses must send B2B e-invoices through an approved platform (Plateforme Agréée, or PA). Sufio uses UBL for this workflow.
Small and micro businesses can continue using Factur-X PDFs until September 1, 2027, when the same requirement begins to apply to them.
A PDP is a private company certified by France's tax authority (DGFiP) to send, receive, and validate e-invoices and to transmit the tax data your business must report.
As of 2026, PDPs are officially called “approved platforms” (Plateforme Agréée, or PA), though the term PDP is still widely used.
